In botanical terms, fruits are defined as those parts of a plant which carry a seed.  The fruits which are used for cullinary purposes often develop from the flowers of plants, and consist of ripened seeds, or a large amount of edible flesh surrounding the seed.  For our purposes it is much more common to determine which is fruit and which is vegetable by its use in cooking. 

Tomatoes, cucumbers and peppers are strictly fruits, but are used as and refered to as vegetables; similarly, although rhubarb is a vegetable, it is treated as a fruit because that is how it is used.
